Question 1: What is the mandate of the DFA in terms of being the principal arm to implement foreign policy? What other institutions help or assist the DFA in realizing foreign policies

“DFA is the main agency in charge for Philippine Foreign policy and through its Foreign Service posts, is also the primary representative of the Philippine government overseas. It advices and supports the president in planning, organizing, directing, coordinating, integrating and evaluating the total national effort in the field of foreign relations in pursuit of its constitutional mandate. ”

The rise of NGOs helps the DFA in decision making especially in the international arena especially in the fast moving world through globalization setting, the DFA may be seen as a bit obsolete and needed functions with collective voice. Some of the institutions that help the DFA in realizing foreign policies are: Philippine Overseas Employment administration or POEA which upholds and improves the overseas employment program and safeguards the rights of migrant workers abroad. The OWWA or The Overseas Workers Welfare Administration which is a committed agency of the Department of Labor and Employment (DOLE), is the principal government agency that was tasked to guard and promote the welfare and well-being of OFWs and their wards.

4. The coming years will see the growing importance of multilateral and inter-regional organizations to promote common interests;

I believe that despite of our former president’s criticisms about graft and corruption, scandals such as the “ZTE and the Hello Garci tape”, our territorial issues etc.. I think that she did her job as a president having this set of realities, she did it well regardless of her downfalls. her various international engagements has helped bring in foreign investments. The main problem of us Filipinos is we just want for a better Philippines and we just simply waiting for our government to act on it. A resposible citizen should act on every issues that our country is facing and eventually help one another by creating a political community which would help our government to act on our opinions as well as proposals for the betterment of our society.

Question 3: With the resistance of different bureaus, institutions as well as interest groups, it is the president that drafts state policies. What do you think will be included in President Noynoy Aquino’s foreign policy list now that he has assumed the presidency? Identify five issues and new clippings (at least one for each issue) to support your answer.

For his Transformational leadership he said that his government will be “the nation’s first and most determined fighter of corruption, A government that prioritizes jobs that empower the people to rise above poverty, Making education the central strategy for investing our people, Recognizing the advancement and protection of public health, which includes responsible parenthood, A truly impartial system of institutions that deliver equal justice to rich or poor.”

In the aspect of our Economy: Recognizing farms and rural enterprises as vital to achieving food security and more equitable economic growth, Well considered programs that build capacity and create opportunity among the poor and the marginalized, creates conditions conductive to the growth and competitiveness of private business, creates jobs at home so that working abroad will be a choice rather than a necessity.

Government service: Discerning selection based on integrity, competence and performance, professional, motivated and energized bureaucracies with adequate means to perform their public service missions.

Gender equality
: Promotion of gender opportunity in all spheres of public policies and programs.
Peace and Order: Mindanao policy that seeks a broadly supported just peace and will redress decades of neglect of the Moro and other peoples of Mindanao.

Environment: Encourage sustainable use of resources to benefit the present and future generations and planning alternative inclusive urban development’s where people of varying income levels are integrated in productive, healthy and safe communities.

Those striking words built an impression as a Heroin of our declining Philippines for most or all of the Filipinos, A lot was been expected from him. In my opinion, His speech is very IDEALISTIC , I believe that 6 years from all of his platforms is not enough to achieve all of those. Does his first speech as President of the Republic worth the hype and hope? Yes for some, it was a tune to the ears, a signal of the transformation of the guard. But for those with a critical take, Aquino left out several pressing issues like Hacienda Luisita, extra-judicial killings and wage increases which is somehow in contrast to his platforms.

Apart from his Speech’s Strengths of course there are also “Weaknesses of Aquino’s line”
The slogan against eradicating “CORRUPTION” is still his main plan, superficial, and misleading framework that falsely reduces the roots of widespread poverty followed by the promise to eradicate the latter by means of honesty in government service. I am worried that he would focus his term into solving the cases of the corrupt politicians like what her mother did with Marcos and not focusing his legacy on wider terms like what his platform is all about. And another thing, he also said in the tagline “Kung Walang Corrupt, Walang Mahirap”,I believe that corruption is not the only cause of our country’s problem in poverty.

What about the issue of Hacienda Luisita? Like what I have discussed previously in the aspect of economy which he proposed the recognition of farms and rural enterprises as vital to achieving food security and more equitable economic growth, Well considered programs that build capacity and create opportunity among the poor and the marginalized. And now, would he comprehend this? Yes, there was the promise of livelihood services for farmers but nothing on land reform. Will he or will he not bring agrarian reform to realization, even at the expense of his own family’s land? Aquino failed to mention in his inaugural address the workers’ call for a substantial wage increase, a tireless call which has been denied for more than a decade now .It would be hard for workers to picture Aquino’s promise of change if wages nationwide would not significantly change.Above all these things there are some lacking aspects in his speech that should be taken up as a priority, yes, He approached in an IDEALISTIC WAY, His economic policies appear vague, general and appear to be the same old neoliberal agenda. It was unsatisfactory that he was totally silent on the issues of land reform and many social justice issues.
Question 4 : How significant is the ASEAN in Philippine Foreign Policy?
The Philippine Foreign policy should be made in the context of the Association of Southeast Asian nation or ASEAN mainly because of upholding the countries common interest, countries will continue to redefine the role of multilateral and interregional organizations and the continuing global threats such as the nuclear weapons enrichment programs of Iran and North Korea. The Philippines supports the vision for a more united and integrated ASEAN community, working together towards economic growth, social progress and cultural development in the region. The government considers the large market of the Asean as responsive to its economic development; however, it cannot be denied that Asean is also becoming more and more instrument towards the security of the region.

It advices and supports the president in planning, organizing, directing, coordinating, integrating and evaluating the total national effort in the field of foreign relations in pursuit of its constitutional mandate. The Foreign Service Institute or (FSI) serves as the center for the development and professionalization of the career foreign serious operations. A research institution on issues and problems with foreign policy implications, as well as on global and regional strategies and management of foreign affairs, The FSI acts as DFA’s institutional consultant on matters related to foreign policies and programs and development management, planning and review.
The technical cooperation council of the Philippines (TCCP) acts as the national focal point for technical cooperation among developing (TCDC) and as such implements a technical; cooperation program in favor of the developing and least develop countries, coordinates related projects and activities implemented by government and non- government organizations, and undertakes research on the technical assistance requirements of the DC’s and the LDCs. The UNESCO ideals, programs and activities aimed in creating a society where each individual can live and or in dignity and participate fully in the country’s development. In the changes of global context the DFA maybe gut modeled in response to this the rise of NGOs in the international decision making has resulted in a network of consultative functions with larger and more critical global implications. WTO has internalized interest of highly developed state into country’s economic life, it has reshape the Philippine society in terms of migrant workers and its protection, imposed conditions of multilateral organizations, rules of trade and legal agreements.
